Strange. I have never seen that happen.
Unless you shutdown down the logout screen rather than the gdm or kdm
screen.

Not sure what you mean by "shutdown the logout screen" - but this happens when I shut down the machine either of two ways... 1) choose "Log Out" from the GNOME menu and Shutdown directly from there, or 2) Log out to the Fedora login screen and then choose shutdown from there.
