This is a recent change, and it is fairly far along in the FC2 release
cycle to make such a major change (the idea is that you try to avoid
major feature changes after the first test release, or you will have
invalidated earlier testing).  If indeed the license is acceptable now,
I would expect to see a newer MySQL in FC3.
