Are you are refering to the xinetd service? If so, this won't have 
anything to do with ICMP pings.  Here is a description from the 
/etc/xinetd.d/echo control file ...

# description: 
# An xinetd internal service which echo's characters 
# back to clients. This is the tcp version.
