CVS: why still 1.11.5?

Hi,

anyone knows why cvs is still 1.11.5, while latest version on
www.cvshome.org is 1.11.13? Changelog since 1.11.5 is massive, which
makes me wonder why it is not up-to-date (or is it, through patches?)
