In fdc1 all you have to do is add the following to grub.conf:
acpi=on
and I made sure that the service 'acpid' running under 'redhat-config-services'
My system now shuts off on power down.
My grub.conf below. I have a dual boot system running fdc1 and xp on a dell inspiron 5100.

What command do you type ?
'halt' does what you describe.
try typing 'poweroff'. Works.
