There was an interesting discussion about this here several months ago, the failure mode for CRTs seems to be to do with the high voltage circuitry, especially the coils that move the electron beam around. LCDs don't have that stuff. Besides, those numbers are the minimum and maximum values X can use for that monitor, I set them to those values only so I would not get otherwise acceptable modes rejected because of X's idea of the monitor capability.
