There are a few bugs to be moved from "QA Priority Queue" to "LEGACY
Queue" as meant on http://www.fedora.us/ .  This is done by setting the
LEGACY keyword.

An example:

should have the LEGACY keyword, as Michael Schwendt indirectly suggested
in comment #85.
