Did you try www.google.com?  This was the first or second link:
http://lx-viewer.sourceforge.net/

Just search www.google.com for "linux DXF" (without the quotes) and you
should get a bunch of sites.  There is a GPLed 2d CAD program called
QCAD as well that came up in the search.
