Not necessarily, since a service listed in xinetd.d will run if there 
is no disable statement in it's corresponding configuration file. A 
couple of ways to check:

"grep -L disable *" to find unspecified (running by default) services
"netstat -lp | grep xinetd" to find service being run via xinetd
