The first time I started the upgrade it aborted; I tried it again and a third time with subsequent failures after not being able to find linuxconf. The first time it aborted the missing file 'linuxconf' message was not present.

Linuxconf died a long and horrible death many years ago. There are better ways
to do things. Linuxconf was borked in MANY MANY ways.

You do not want to reinstall it. It WILL bork your system. Make sure you have
good backups and run the upgrade again. It _should_ get any packages it missed
the first time.
