This leads me to the suggestion to think about changing towards a CMS. I personally have some experience with Zope/Plone (-> www.zope.org + www.plone.org), which might be very helpful to manage a bigger help and howto site. Writer and reviewer management is, as it is a full featured CMS/CMF, implemented at full degree.
