Look in your "config.log" file.  You will probably see something like
this:

configure:10681: checking whether to build with gpgme/GnuPG support
configure:10692: result: yes
configure:10701: checking for gpgme-config
configure:10719: found /usr/bin/gpgme-config
configure:10732: result: /usr/bin/gpgme-config
configure:10741: checking gpgme library version
configure:10744: result: 0.3.16
configure:10821: WARNING: sorry, you need at least gpgme version 0.4.3

If you do, then you will need to get gpgme 0.4.3 as it says...
