If the install actually failing?  Anaconda will automatically look for
"updates.img" in the RedHat/base directory.  This is functionality which
allows for running updated code without having to rebuild anaconda and the
installation media itself.  There's not quite enough detail in what you
posted to understand exactly what behavior you are seeing.
