It obviously is more for Redhat 9. In general, folks, do NOT install packages because it is so easy to use rpm. It is a bad idea to blindly install packages. In harmless case you just see errors and programs do not do what you expect. In bad cases - like people with experiences with the KDE 3.2 RPMS reported - an RPM installation can damage your system. Uninstall the balsa.org RPM. Look if you can get the SRC.RPM and rpmbuild it on your FC1 system to get the RPM you then can install.
