Does the tarball contain a spec file then it is enough to run
rpm -ta aspell-sk-0.50.3-1.2.tar.bz2
If it does not, then you need to setup your own spec file. How to do so
see www.rpm.org.

of the versions of the book "Maximum RPM" by Edward C. Bailey. It *IS*
a bit dated (like uses rpm -b to build instead of the newer rpmbuild),
but it has some good explanations of the BASICS, which haven't changed
much, and man rpmbuild will update you.
