Seems you are little confused about the frequency the PCI bus works with
and the frequency on the IDE bus.

The PCI bus at 33 MHz is absolutely normal.
To check whether your harddrive(s) plugged onto the controller card are
set to appropriate speed with

cat /proc/ide/pdc202xx
hdparm -i /dev/hdX  (where X must be the proper device letter)
