The official Fedora directories are not apt enabled, so most of the
mirrors aren't either.

I suggest you look for mirrors of the repo that you got apt from. 
Freshrpms.net, fedora.us, etc. generally have apt enabled sites, so their
mirrors are apt enabled, too.

Until a common metadata standard is worked out you will probably have
trouble finding "official" apt mirrors.
