They usually get their information direct from redhat.com....  Redhat gives
priority access to mirrors.
How often,  I think that is up to the mirror.  Most should start retrieving
the information when it is posted to the site.

2149 is correct for the released kernel.  If you want 2153 it may be in the
testing area.
Fedora Core is the actual install CDs.  Just in case an update needs a
package on the original CD.
Fedora Update is the released updates area.  This is usually the most
stable.
Fedora Testing is the highly bleeding edge area.  Sorry, I like to call it
that...  It usually contains changes that may or may not be stable.  It is
for everyone who wants to test.
