How can I spin down the hard drive?

Hi all,

I issued the following command in crontab. However, the light of my hard
drive on every 1 to 2 seconds. It seems doesn't work. So, how can I spin
down the hard drive every 3 minutes?

*/3 * * * * root /sbin/hdparm -y /dev/hda

I also tried the following but the light of my hard drive still on every
1 to 2 seconds. Moreover, the command issued with no error message and
it says standby for 3 minutes.

# /sbin/hdparm -S36 /dev/hda
