I think the gentleman is referring to a program that used to come with 
XFree86.  it was just a system log window that ran on the desktop in the 
corner.  you couldn't enter anything into it, but it just gave you any system 
an error messages.

Anyhow, I think the program you are looking for is Xconsole.
