First of all, try to determine if the problem is system-wide or only local to your account. Create a new account and log into KDE with it. If the problem persists, then you know it's system-wide. Otherwise, look into your ~/.kde dir for abnormalities.
Its system-wide, is there any way to restore the menus to default?
