may seem a basic question, but...

i gave the command hostname foobar

when i rebooted, i was back to localhost.localdommain

how do i do this so that i can change the system name globally and make
it stay?

You will have to change it in /etc/sysconfig/network
modify the line HOSTNAME=

Also you might want to change /etc/hosts to reflect your correct hostname
add a line like:

192.168.0.x		foobar
