I was hoping that upgrading with this package would fix this bug,
but it still persists, is repeatable, and consistent on my system:

LINK: http://bugzilla.gnome.org/show_bug.cgi?id=128215
DESCRIPTION:Pan removes trailing slash after subdirectory names.
SUMMARY: When selecting "save attachment as", Pan will save
to the newly created or current subdirectory. A subsquent "save ..."
shows that the trailing slash has been removed from the directory
name.

In order to navigate the Pan subdirectories, the slash has to be
manually re-entered, *or* the name of the subdirectory must be removed.

Kindly add any comments or observations. Thanks.

Elton
