Yes (if nothing else, mutt talks IMAP so you can connect to the server on localhost)


If sam is the imap server can I import old mail into it, and access it both locally and remotely?

Yes. There are imap servers which can read most UNIX mail formats, so you can dump your existing Maildirs, mboxes or whatever on the server and pick an imap server that can read them.
