You miss it in Fedora under GNOME?  Drag with the middle mouse button. 
You get a menu with move here, copy here, link here, cancel.  And if
you're dragging an image and the destination object supports it then you
can also set as background.

I have to agree that the default move action from smb: is rather
unexpected.  You can easily make your complaint known to the upstream
GNOME.org folks through their Bugzilla, of course.
