I came out by `rpm -qa` similar, could not finish correcting, and it re-installed.
I tried. rm /var/lib/rpm/__db.* rpm -vv --rebuilddb and rpm -Fvh --force rpm-4.2.1-0.30.rpm rpm-build-4.2.1-0.30.rpm \ rpm-devel-4.2.1-0.30.rpm rpm-python-4.2.1-0.30.rpm \ redhat-rpm-config-8.0.28-1.1.rpm
