I've taken one last step and that is to discover that if the ntp.conf 
file is NOT changed before you install that later version then 
everything works as you'd expect; i.e. only one version is on the box.  
However, if the ntp.conf is different it leaves both versions on the 
box.  I've updated the bugzilla database:

https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=110321

to reflect what I found today.  Thanks for your input!
