I had the same problem. Fedora messes up the network config i think. At first you will need to go to the folder /etc/sysconfig/network-sripts/ and delete the symbolic link icfg-lo-rpmsave that leads to the Ifcfg-lo file (the file you have been editing at that moment. That's why it can't write to it, because it's a self reference. The second problem i had was that the package initscripts wasn't properly installed in the upgrade process. This seems to be a systematic bug, because it happened to me two times, when i installed fedora.
