Is there some "reasonable" time frame defined in that process for bugs
to be reported as opposed to being open ended?

To the extent that a precedent may be of value, the Debian folks have do
have a process (http://www.debian.org/devel/testing) for moving updates
from 'unstable' to 'testing', which could reasonably parallel Fedora's
'testing' and 'released', respectively.
