Your understanding is wrong... they have some text in them but the bulk of them is 8-bit binary. Besides, the point of the Content-type field is to hint to the browser how to handle the file... displaying it as text in the browser is not useful, whereas as David points out correctly tagging it allows the browser to use the Mime handler stuff to spawn BT automatically on clicking the link.
