In RHL 8 and 9, the method described previously exposed some broken bits in the vfolder implementation. I'm not sure if it's been fixed in Gnome 2.4 or not, but xd-unstable (currently based on a mix of 2.4 and 2.5 packages) has editing enabled by default, and it seems to be working reasonably well. The non-broken method of editing menus for RHL 8 and 9, which may work for FC 1 as well, can be found at http://www.bluethingy.com/linux/rh8menu.html
