With RH 9 I added RAM for install and initial configuration, then took RAM out to put it in service as a text mode server. But, that was 128MB to install and 64MB as a server. I'd expect that to work with FC 1 also.
Keep in mind that the release notes say:
"Memory: Minimum for text-mode: 64MB"
so you may be the first to try FC 1 with 32MB.
