I found that I can easily trash the RPM database with
two commands:

LD_ASSUME_KERNEL=2.4.19 rpm -Uvh \
rp8_linux20_libc6_i386_cs2_rpm

rpm --rebuilddb

The gory details can be found at
<http://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=109526>.

How can I fix this without reinstalling Fedora?

can you erase this package ?

# rpm -e rp8_linux_libc6

and than ?

# rm -f /var/lib/rpm/__db.00*
# rpm --rebuilddb

# rpm -qa

i never heard about that LD_ASSUME_KERNEL should be used while rpm-installation.
