Make sure you have the xscreensaver rpm installed.
[root@loon archives]# cat /etc/fedora-release
Fedora Core release 1 (Yarrow)
[root@loon archives]# date
Sat Nov  8 15:11:00 EST 2003
[root@loon archives]# rpm -qf /usr/X11R6/bin/xscreensaver-command
xscreensaver-4.14-2
