On that machine - just that machine, an IBM R31 laptop - every reboot the users cannot see any printers via gnome-print-manager, nor can they print. However a remote CUPS printer is defined perfectly well, if you run printconf-gui there it is. Merely touching it by a changeless "edit" action and "Applying changes" causes the printer to show up for the users for the rest of that boot and the printer works fine for them. Until the next boot.
