what are the mandates for the fedora lists?

  as a followup to the "moderate this list" thread, perhaps a lot of traffic
can be prevented by knowing exactly what the mandates are for the 
fedora-related lists.

  as we know, there are two lists: fedora and fedora-test.  it would seem
that the generic fedora list would be appropriate for, what, discussions
about fedora, its direction, its relation to RHEL, etc?

  while fedora-test would be for technical questions, yes?  how well it
works, package problems, suggestions for additions/enhancements?
is that about right?

  can someone summarize just what is appropriate for the lists?  i think
it's safe to say "Matthew Szulik is stupid!" messages really belong elsewhere.
and anyone starting a thread that's not appropriate can be redirected ASAP.
