Obvious answer: the exact same way all previous upgrades were handled.

The install CD will probably support updating an existing installation,
and up2date *might* be capable of handling it.  (tho you may have to
manually update up2date first.)  At least, one could upgrade from RH9 to
Fedora using yum, and then use up2date to manage Rawhide updates, so I'm
ASSuming that'll work.
