It seems the run levels in fedora1 are messed up. Telinit 3 (until now) would just shut down X windows. Now, transition 5->3 is turning off nfs (or so the messages tell me), and other things like mailman. Transition 5->3->5 left me with what looks to be multiple instances of mailman running! That shouldn't happen.
