It's a very big if, too.
Im my experience you get the error if the download gets stuck and times out. You only have a fraction of the file. There is no way in hell a fraction of a file is going to pass the GPG check. It is, however, misleading and IMHO (of one who isn't doing the work ) the download program should check the file size before running the GPG signature to ensure a correct error message.
