[patch 19/28] Add cmpxchg_local to m68knommu

[Mathieu Desnoyers <mathieu.desnoyers@polymtl.ca>]

Use the new generic cmpxchg_local (disables interrupt). Also use the generic
cmpxchg as fallback if SMP is not set.
