rocket, fix dynamic_dev tty
- register_device unconditionally (non-pci dependent) to have also isa
devices in /dev
- unregister devices on module removal
- don't set TTY_DRIVER_DYNAMIC_DEV twice (removed the one dependent on some
macro)
