Here is a new patch that fixes the above issue ...

However, I'm not sure if I should be using GFP_TEMPORARY, GFP_KERNEL or
GFP_USER ?

Patch against 2.6.23-rc6-mm1

/proc/PID/environ currently truncates at 4096 characters, patch based on 
the /proc/PID/mem code.
