Yeah, tell that to scripts/Makefile.lib:

	_c_flags       = $(CFLAGS) $(EXTRA_CFLAGS) $(CFLAGS_$(basetarget).o)

What would do what a person expects is $(CFLAGS_$(@F)), I think.
