    Fix ZERO_OR_NULL_PTR(ZERO_SIZE_PTR)
    
    The comparison with ZERO_SIZE_PTR in ZERO_OR_NULL_PTR() needs to be <=
    (not just <) so that ZERO_OR_NULL_PTR(ZERO_SIZE_PTR) is 1.
