Because it is a on-chip MAC controller and L1 manager of Blackfin kernel
will check the whole system L1 usage. Our customers just wanna chose
some option and built the driver in kernel image for some embedded
product.

So chose once, compile once and maybe never change on customer side.

That is an anomaly. Currently, blackfin kernel and toolchain have some
compile options such as -mcpu=bf537-0.2 and config option in Kconfig.
