did you turn hotplug on in your kernel's .config?

Yes:
cat /usr/src/linux/.config |grep HOTPLUG
CONFIG_HOTPLUG=y
CONFIG_ARCH_ENABLE_MEMORY_HOTPLUG=y
# CONFIG_HOTPLUG_PCI is not set
