Remove unneded lock_kernel() in drivers/block/loop.c

This patch remove the unneeded lock_kernel() in drivers/block/loop.c. I
read the code and this lock_kernel() doesn't protect anything. Loopback
code use lo_ctl_mutex for syncronization.
