[KJ][PATCH]SPIN_LOCK_UNLOCKED cleanup in arch/powerpc

SPIN_LOCK_UNLOCKED cleanup,use DEFINE_SPINLOCK or 
__SPIN_LOCK_UNLOCKED where ever appropriate.
