- proper prototypes in header files for global variables and functions
- make the following needlessly global struct static:

- make the following needlessly global variables static:

- xprtsock.c: xprt_tcp_slot_table_entries
- xprtsock.c: xprt_min_resvport

- make the following needlessly global functions static:
- auth_gss/gss_spkm3_seal.c: gss_mech_get()
- clnt.c: rpc_ping()
- xdr.c: write_bytes_to_xdr_buf()
