NETLINK: Put {IFA,IFLA}_{RTA,PAYLOAD} macros back for userspace.

GLIBC uses them etc.

They are guarded by ifndef __KERNEL__ so nobody will start
accidently using them in the kernel again, it's just for
userspace.
